Kevin L. Kelm, PhD
Dr. .Kelm retired from the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) as a Supervisory Special Agent with over 35-years of law enforcement experience. He is a retired Certified Fire Investigator and Certified Explosives Specialist and is an FBI trained criminal profiler. Dr. Kelm was assigned to the FBI Behavioral Analysis Unit -1 (terrorism, WMD, arson, bombing) at the National Center for the Analysis of Violent Crime. He has taught the topics of criminal profiling, arson and bombing throughout the US, Canada, Mexico, Australia, the UK, and to US and coalition troops in Afghanistan. He has testified as an expert witness in state and federal courts in the US and the Supreme Court of Canada.
Vickie D. Kelm
Mrs. Kelm retired from the Bureau of Alcohol, Tobacco, Firearms, and Explosvies (ATF) with 28-years of government service. She served in field and HQ offices before being promoted as an Intelligence Research Specialist in the Explosives Study Group where she was involved in the Dipole Might large vehicle bomb and explosives taggant studies. In her final assignment as a Program Analyst, she managed investigators in the National Integrated Ballistics Imaging Network (NIBIN) program. Mrs. Kelm received training in link and intelligence analysis at the Federal Law Enforcement Training Center and the Anacapa Sciences Intelligence Program. She is a certified Contracting Officer’s Technical Representative (COTR).
